Going Deeper in 2025

Our 2025 Impact Report is here. This year's theme is going deeper — in two directions.


First, deeper into the communities where the need is greatest. Of the 99 communities we began working with in 2025, 88% serve fewer than 10,000 people — utilities run by small teams carrying the weight of aging infrastructure and financial pressures that would challenge systems many times their size.


Second, deeper into the work itself. Most technical assistance — including much of our own in the past — has been like emergency medicine: stabilize the immediate crisis, then move on. But the crisis is often only a symptom. Without addressing the underlying conditions, the same problems return year after year.



This year, we named a different approach: Utility Performance Management (UPM). Rather than treating symptoms, UPM helps utilities build the systems, practices, and financial strength to become the engine of their own progress. Savings from one improvement fund the next, creating a cycle of continuous reinvestment and long-term resilience.



We could not have accomplished this alone. We've built this work alongside an extraordinary coalition of federal, foundation, municipal, and corporate partners. In the year ahead, we'll continue strengthening and expanding that coalition so more communities can access UPM.
