NATIONAL EFC SERVICES
Depending on the needs of the individual utility, one or more of the following services can be provided:
MOONSHOT MISSIONS AS NATIONAL EFC
As a National Environmental Finance Center, Moonshot will, at no cost to a utility, serve their staff, leaders, and community as a trusted peer advisor based on more than 250 years of collective experience. Using our 360° assessment process, Moonshot will translate the utility’s aspiration to deliver clean, affordable, and resilient water into a customized roadmap. This roadmap will provide a concrete, practical, and accessible route to the unprecedented amount of federal and state funding made available to State Revolving Fund (“SRF”) Programs through the Bipartisan Infrastructure Law and related state programs.
Moonshot conducts a comprehensive “360-degree” review of the utility’s current technical, managerial, and financial (TMF) conditions, which includes onsite evaluations as necessary and information gathering through engagement with the utility, the community, and other key stakeholders.
As part of the evaluation, Moonshot reviews the utility’s management systems, which includes asset management, organizational structure, and key staffing needs. Moonshot’s financial review includes an analysis of the utility’s past financial audits, rate structure, capital improvement plans, operational expenses, debt status and history.
Moonshot will use the results from the 360-degree review and feedback from community outreach to develop a project workplan called the ‘Roadmap’. The Roadmap contains a list of necessary steps to reach a successfully-submitted SRF funding application. Each item contains an explanation of the proposed solution, desired outcome, and project timeline.
A draft Roadmap document will undergo an internal and external review process to ensure the project priorities are aligned with the utility and key stakeholder groups.
Comments during the review will be considered and incorporated into a final Roadmap agreed upon by the utility in cooperation with EPA and other relevant stakeholders.
Moonshot will help the community navigate the roadmap to prepare a funding application. In addition to assisting in preparing the application, Moonshot can provide the following services to support development of items typically needed for an SRF application, including preliminary engineering, design, and environmental reviews:
Develop technical memoranda to support development of engineering documents.
Provide recommendations to utilities on options for funding engineering work.
Develop Requests for Proposals to procure engineering services including environmental reviews.
Assist with review of proposals and consultant selection.
Assist utilities with managing the engineering consultant contract.
Review engineering firm’s draft deliverables as utility’s owner representative.
