Susie O'Hara, PE

As a Senior Utility Advisor, Susie leads strategic planning, governance, and implementation efforts to help utilities and partners turn big goals into actionable, people-centered results. With 25 years of experience, she specializes in utility governance, organizational development, and cross-agency program design, particularly in complex water, climate, and infrastructure systems. She previously served as Assistant to the City Manager for Santa Cruz, leading major water and infrastructure initiatives and guiding long-term strategic planning.

Susie is motivated by the belief that water is the most essential and equitable investment a community can make in its future. She serves as a City Councilmember and enjoys the San Lorenzo River, where she witnesses ecology, community, and resilience intersect every day.
