Shannon Pagano, PE, MSE
Senior Utility Advisor
Shannon is Senior Utility Advisor focused on providing technical assistance services to centralized Tribal wastewater systems. She is the former Onondaga County Department of Water Environment Protection Commissioner, where she oversaw a staff of 380 team members operating six wastewater treatment plants. She brings 27 years of experience in wastewater infrastructure design, capital program delivery, regulatory compliance, and system consolidation. She is deeply committed to strengthening wastewater systems so every community can rely on safe, resilient, affordable, and sustainable infrastructure.
She loves being outdoors, has two teenage children, two golden retrievers, and 11 chickens – but doesn’t live on a farm! She is a frequent volunteer and on the Board of Directors for the Samaritan Center, Syracuse’s non-profit soup kitchen.
