Senior Utility Advisor- Texas

Remote position with required travel to client sites within the US.

Moonshot Missions seeks an experienced Senior Utility Advisor to serve as a subject matter expert and Team Lead for technical assistance projects across Texas. This is a full-time, Texas-based role with dual responsibilities: direct utility engagement and team leadership.

This role supports public water and wastewater utilities by providing strategic guidance and hands-on technical assistance to improve system performance, strengthen utility management, and advance durable infrastructure and operational outcomes. This role requires applying subject matter expertise in water utility operations to address technical, managerial, and financial challenges. The Senior Utility Advisor will lead complex technical projects, supervise and mentor staff, and collaborate with utility clients and stakeholders to ensure sustainable and equitable solutions. This position plays a critical leadership role in overseeing teams and ensuring successful project outcomes through effective staff management and guidance.

POSITION TITLE SENIOR UTILITY ADVISOR – TEXAS


Time Commitment: Full-Time (40 Hours per week)

Location: Remote position with required travel to client sites within the US.

Training and Experience:

  • Bachelor’s degree in environmental/earth science, civil/environmental/chemical engineering, environmental management/studies, sustainability, or a related field.

  • 10+ years of direct experience in water or wastewater utility management, operations, or technical assistance in Texas.

  • Demonstrated familiarity with TCEQ regulatory processes, compliance pathways, and enforcement frameworks for drinking water and/or wastewater systems.

  • Experience with state and federal funding programs serving Texas utilities, including TWDB CWSRF, DWSRF, and related grant programs.


Desired Qualifications:

  • Former utility director, operations director, or senior operations leader at a small or mid-sized Texas drinking water or wastewater system.

  • Experience conducting or leading TMF assessments, utility needs assessments, or technical assistance engagements.

  • Familiarity with TPDES permitting, SDWA compliance frameworks, or relevant contaminant-specific rules (LCRR, GWR, DBPR).

  • Experience with asset management, capital planning, or rate design at small utilities.

  • Existing network within the Houston-Galveston region utility community, including relationships with TCEQ Region 12 staff or TWDB project managers.

  • PE license preferred

Duties and Responsibilities

Collaborate with the Moonshot Missions team of experts to deliver services to utility clients by:

  • Leading utility assessments to identify performance gaps and improvement opportunities.

  • Applying diagnostic tools to evaluate utility technical, managerial, and financial capacity.

  • Developing implementation roadmaps in collaboration with utilities and project teams.

  • Supporting development of technical reports, stakeholder communications, and grant deliverables.

  • Advising on regulatory compliance, EPA enforcement trends, and emerging water sector policy.

  • Managing technical assistance projects and overseeing scope, schedule, deliverables, and coordination.

  • Contributing to internal planning, coordination, and QA/QC processes.

  • Serving as team lead, guiding day-to-day project coordination and mentoring junior staff.


Travel:  Travel required to client utilities and sites within the US


Special Requirements: Must possess and maintain a valid US driver’s license

  • Salary commensurate with experience, ranging from $105k - $155k ·

  • Comprehensive health insurance, including medical, dental, vision, and life coverage, with the opportunity to contribute to a 401(k)-retirement savings plan.
